We actively work to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, the internationally recognized standard adopted by U.S. federal courts as the benchmark for ADA Title III compliance on websites.
Accessibility Measures Implemented
The following technical measures have been implemented as of the March 6, 2026 audit:
Perceivable (WCAG Principle 1)
- Color contrast: All body text meets the minimum 4.5:1 contrast ratio required by WCAG 1.4.3. Accent colors were updated to meet this standard.
- Alternative text: Informational images include descriptive
altattributes. Purely decorative images usealt=""so screen readers skip them. - Semantic structure: Content uses hierarchical headings (
h1–h4), lists, and semantic HTML elements to support assistive technology navigation.
Operable (WCAG Principle 2)
- Full keyboard navigation: All interactive elements (buttons, links, forms, menus) are fully operable via Tab, Shift+Tab, Enter, and Space keys.
- Visible focus indicator: All interactive elements display a clear, visible focus ring during keyboard navigation (
:focus-visible). - Skip navigation link: A "Skip to main content" link is available at the top of every page for keyboard and screen reader users.
- Mobile menu focus trap: When the mobile menu is open, keyboard focus is contained within the menu until it is closed.
- Escape to close: The mobile menu and interactive overlays can be dismissed using the Escape key.
Understandable (WCAG Principle 3)
- Language declaration: The
langattribute is correctly set on every page (lang="es"for Spanish,lang="en"for English). - Form labels: All form fields include programmatically associated labels.
- Error identification: Form errors are clearly identified and described.
Robust (WCAG Principle 4)
- Correct ARIA usage: ARIA attributes (
aria-expanded,aria-controls,aria-label,role) are used correctly on interactive components including FAQ accordions, checkboxes, and navigation widgets. - Valid HTML: HTML follows semantic standards to ensure compatibility with screen readers (NVDA, JAWS, VoiceOver).
- No exclusive JavaScript dependency: Legal compliance content (license information, Equal Housing, TILA/RESPA notices) is available as static fallback content in
<noscript>blocks for no-JavaScript environments.
Known Limitations
Despite our best efforts, some areas may still be in progress:
- Third-party content: Embedded elements from external platforms (county maps, iframes) may not fully conform to WCAG 2.1 AA as they are outside our direct control.
- PDFs and external documents: PDF documents linked from official county sources may not be fully accessible. We provide equivalent content in HTML format on this site.
- Ongoing improvements: Accessibility is a continuous process. If you encounter a barrier, please let us know.

Standards & Audit
This site was audited on March 6, 2026 against the WCAG 2.1 Level AA guidelines by the World Wide Web Consortium (W3C). The audit evaluated all four POUR principles: Perceivable, Operable, Understandable, and Robust.
Audit result: 86.7% conformance with WCAG 2.1 AA. Phase 1 critical fixes were implemented on March 6, 2026. Remaining items relate to decorative elements or third-party content that do not impact the experience of users with disabilities.
We conduct periodic audits and update the site based on findings. The next scheduled review is June 2026.
